Medicare Advantage Commissions Explained

Effective Dates and Proration Explained

  • Carriers can only pay commissions for months a beneficiary is on the plan. 
  • Carriers can only pay commissions for a plan year during the plan year. Business written for the next plan year can't be paid until January 1.
  • Payments at the Initial Rate for beneficiaries that are “new to Medicare” are for the full Initial Rate regardless of the effective date.
  • Any payment at the Renewal Rate for beneficiaries that make a “like plan change” MUST be prorated.

Examples of New Plans vs. Like Plan Changes

Example 1: When Mrs. Smith enrolls in Part B, Agent Jones helps her enroll in a Medicare Advantage plan. If she has a 4/1/2020 effective date, Agent Jones will receive $510 (Mrs. Smith is “new to Medicare”).

Example 2: Mrs. Henderson has been on an MA plan for several years. She is eligible for an SEP and Agent Jones helps her enroll in a new MA plan with an 8/1/2020 effective date. Agent Jones will receive $106.25 (Mrs. Smith will be on the new MA plan for 5 months during 2020 and she made a “like plan change”; 5/12 x $255= $106.25).

Both Examples: Mrs. Smith’s and Mrs. Henderson's policies would renew on 1/1/2021 at the Renewal Rate.
